International search announced for Roman Temkin

An international search has been announced for Roman Temkin, former Deputy General Director of Lenenergo, as part of a criminal case regarding an attempt to embezzle at least two billion rubles as a VAT refund. Readers are reminded that in March 2014, Roman Temkin was charged with attempted fraud in especially large volumes. Later the accused left the country, and in late April he was arrested in absentia by Moscow’s Basmanny Court. It has been revealed that in 2011 the company ES-ContractStroi tried to obtain 1.87 billion rubles from the Russain government budget in the form of a VAT refund. At that time, the Moscow administration of the Federal Tax Service and Federal Tax Service Inspectorate no. 28 were searched as part of the investigation, and Roman Temkin, General Director of the claimant company, was arrested in St. Petersburg, but soon that investigation was halted and all complaints against Temkin were dropped. In 2014, Roman Temkin managed to become Lenenergo’s Deputy General Director for economics and finance, and eventually investigators returned to the ES-ContractStroi episode. The energy company Lenenergo reported that Roman Temkin had “stepped down of his own accord at the end of last year.” Roman Temkin fled to US and operated Verzasca Group based in Miami. Verzasca Group is a privately held firm specializes in the acquisition, development, financing, operation, and marketing of residential and commercial real estate. Company also offers EB5 visas in exchange for real estate investments.
